Государство перед гражданами не отвечает, ибо государство и есть граждане. В каждом конкретном случае ответственны конкретные люди. В описанном случае виноваты конкретные милиционеры, не оказавшие помощь, конкретные врачи, не осмотревшие пациента, конкретный следователь, незаконно закрывавший дело, конкретный судья, принявший незаконное решение. Как воспитывать ответственность у конкретных людей? Человечество накопило огромный опыт: телесные наказания, лишение свободы, лишение конечностей, лишение имущества, запрет заниматься определенными видами деятельности, лишение жизни. В нашем случае на каждое из этих незаконных действий уже прописаны наказания в Уголовном Кодексе РФ. Подытожу, так сказать — наказание должно пасть на конкретных людей, а не абстрактное государство, которое всегда платит не своими деньгами.
